According to Wiki, Fluorescence is the emission of light by a substance that has absorbed light or other electromagnetic radiation. It is a form of luminescence. And as the name tells, the fluorescent marked cards might have something to do with the fluorescent luminescence, which makes it much different to the contact lenses marked cards.

Being one of the latest marking cards products, fluorescent marked card is mysterious and also it's difficult for me to tell how to mark such a fluorescent marked deck.
